Decentralization 12 The Committee notes that under the 2015 Youth Act, municipal authorities of the Netherlands are responsible for services aimed at children. While noting that it is early to evaluate the impact of such decentralization process, the Committee is concerned that the process has been carried out under a time pressure which can affect the quality, timeliness and capacity of municipalities in fulfilling newly acquired tasks. It is also concerned that decentralization can create disparities in accessing services aimed at children among different municipalities.
